Spruce Pine, NC - Avery County Airport Terminal and Corporate Hangar

The Avery County Airport Authority is proceeding with the construction of a new Terminal Building and Corporate Hangar at the Avery County Airport in Spruce Pine, North Carolina. The project will include the demolition of the existing terminal building and two attached hangars, construction of a new Terminal Building in the footprint of the existing building to be demolished, and the construction of a new 10,000 square foot Corporate Hangar just north of Terminal. The scope of this project is to include all sitework, grading and drainage improvements, Airfield Portland Cement Concrete (PCC) and hot mix asphalt (HMA) paving, extension of existing and new utility services to the building locations, gate and fence installation, and all work associated with the construction of the new buildings. The project shall conform to all applicable NCDOT and FAA construction requirements as well as the applicable Federal and State Building Codes.

Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed bids for the Avery County Airport Terminal and Hangar project at the Avery County Airport will be received by Representative of the Avery County Airport Authority or AVCON until 10:00am local time June 10, 2024 in the Avery County Office (175 Linville St. Newland, NC 28657), at which time and place all bids will be publicly opened and read aloud. Bids received after the stated time will not be accepted.

In the case that three bids are not received, a second bid opening will be held at the same location at 1:00pm on June 17 2024.

All Contractors are hereby notified that they shall have proper Contractor’s licenses as required by the state laws governing their respective trade in the state where this Project is located.

Contractor shall meet the following bidding requirements:

• Contractors must be listed on the NCDOT Prequalified list as a bidder or Prime to bid on this project.

• Contractors, including subcontractors, must have a NC Contracting License pertaining to their discipline of work.

• Contractors, including subcontractors, must be prequalified by the NCDOT to perform the work pertaining to their specific scope of work in the contract. The prime contractor for the project must be prequalified by the NCDOT as a prime.

Bid security in the form of a bid bond equal to 5% of the total amount bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required.

No bid may be withdrawn after closing time for the receipt of bids for a period of ninety (90) calendar days.

Written questions from prospective bidders will be accepted until 5:00 pm on May 27, 2024. After that, no questions will be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.

PRE-BID CONFERENCE:

A mandatory pre-bid conference will be held on May 20, 2024 at the Avery County Office in the 2nd floor County Boardroom from 10:00-11:00 am followed by a project site walk at 11:30am.

BID DOCUMENTS:

Notice is hereby given that the bid documents for this project contain a provision for participation by Disadvantaged Business Enterprise (DBE). This project has a goal of 3% of the total dollar value of the contract to be performed by DBE subcontractors.

Hangar Building

Liquidated damages of $1000 per day shall be assessed against the contractor for each day the contactor exceeds the contract time determined for substantial completion of the Hangar Building.

The maximum construction time allowed until substantial completion for the Hangar is 295 Consecutive Calendar days. Permitting the Contractor to continue and finish the work or any part of it after the time fixed for its completion, or after the date to which the time for completion may have been extended, will in no way operate as a waiver on the part of the Owner of any of its rights under the contract.

Terminal Building

Liquidated damages of $1000 per day shall be assessed against the contractor for each day the contactor exceeds the contract time.

The maximum construction time allowed for the Project is 465 Consecutive Calendar days. Permitting the Contractor to continue and finish the work or any part of it after the time fixed for its completion, or after the date to which the time for completion may have been extended, will in no way operate as a waiver on the part of the Owner of any of its rights under the contract.
