Gaston County, NC - RFQ - Jail Needs & Assessments

The selected Architect will be required to provide a comprehensive needs and condition assessment that complies with the NC Department of Health and Human Services and Jail Standards and includes but is not limited to: • Stakeholder Management; • Data collection; • Conducting regular meetings with appropriate County personnel. • Site assessment; • Assessment of current support spaces including administrative space, laundry, inmate storage, dry goods storage, employee break room areas, training, and food service areas; • Major systems condition and capacity analysis, including useful life remaining; • Review of current and projected inmate population and related staffing levels; • Assessment of compliance with current North Carolina Building Code, Fire Code, ADA standards, and North Carolina Jail and Detention Standards; • Identifying the gaps between current capabilities and future needs; • Preparing order of magnitude cost estimates for alternatives; • Short term planning (0-5 years) that addresses immediate pressures; • Middle term planning (5-10 years) that recommends phased upgrades, renovations, or expansion of support spaces and program adjustments; • Long term planning (10-20 years) that anticipates population growths, staffing level needs based on industry standards and justice system trends; • Extended horizon planning (20-25 years); • Comprehensive Final report including a phased implementation plan; and • A potential timeline for implementation.
