This is an informal bid and a bid bond will not be required. However, a performance bond will be required.
The City of Monroe maintains the goal of ten percent (10%) minority participation in all contracts. All bidders are expected to make a good faith effort to achieve this goal. All MBE documents are located at the end of the project manual and must be completed and submitted with the bid.
All bidders are hereby notified that they must be NCDOT prequalified for all applicable work codes and have proper licenses as required by State law at the time of submittal of bids. NCDOT PAVEMENT MARKING QUALIFICATION REQUIREMENTS are in the Appendix and must be met. Bids may be held by the City of Monroe for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the Contract. The City reserves the right to reject any or all bids, to waive any informality in the bidding, and to reject as non-responsible bids of contractors which have demonstrated history on City contracts of unsatisfactory performance including but not limited to failure to meet deadlines, complete work accord to contract amounts and assessment of liquidated damages.
The proposal form provided by the City of Monroe shall be used and shall not be taken apart or altered. All bids must be in a sealed envelope clearly stamped or marked "PROPOSED BID FOR 2025- 2026 PAVEMENT MARKING PROGRAM.
