This is a formal bid. A bid security in the amount of five percent (5%) of the contract sum shall be submitted with each bid. The bid security shall be in the form of a Cashier's Check or a Certified Check on a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the City of Monroe. In lieu of a Cashier's Check or a Certified Check, the bidder may submit cash or a bid bond executed by a Corporate Surety licensed in North Carolina to execute such bonds.

The City of Monroe maintains the goal of ten percent (10%) minority participation in all contracts. All bidders are expected to make a good faith effort to achieve this goal. All MBE documents are located at the end of the project manual and must be completed and submitted with the bid.

All bidders are hereby notified that they must have proper licenses as required by State law at the time of submittal of bids. Bids may be held by the City of Monroe for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the Contract. The City reserves the right to reject any or all bids and to waive any informality in the bidding.

The proposal form provided by the City of Monroe shall be used and shall not be taken apart or altered.

All bids must be in a sealed envelope clearly stamped or marked (in letters of 1/4" or more), "PROPOSED BID FOR 2025 - 2026 ASPHALT PAVING PROGRAM. DO NOT OPEN UNTIL 9:00 A.M., August 14, 2025.”
