The Work will include variable depth milling 2.5” asphalt overlay, and new pavement markings for the runway and taxiway pavement areas.

 The Charleston County Aviation Authority will not be responsible for any oral instructions with regard to this notice. Said notice can only be changed by a formal written Addendum. All Addenda so issued shall become part of this RFB and must be acknowledged in the submittal.

A Mandatory Pre-Bid Conference has been scheduled. Bidders may choose to attend in person at the Charleston International Airport, 5500 International Blvd, Terminal – 3rd Floor, North Charleston, SC 29418 or by contacting Carrie Stanley at ccaaprocurement@iflychs.com no later than 24hrs. before the start time for teleconference instructions. Offerors are asked to limit in person attendees to more than two (2). All applicable health and safety standards will be followed for in-person attendees.

All materials provided by the awarded Contractor must be new, free from defects and must meet CCAA’s specifications.

Bidder shall submit the make and model of materials that will be used for the work. After award of contract, no change to materials and products, except when the lack of availability is beyond the Contractor’s control, i.e., due to strike bankruptcy, discontinuance of manufacture, etc. Request for substitutions shall be made in writing and shall be accompanied by complete description of the substituted material or equipment. Substitution requests must receive written approval from Owner prior to being ordered and installed.

Awarded Contractor shall work with manufacturer of any products installed to ensure that all recommended procedure requirements are adhered to during installation and test to ensure the installation will be valid for manufacturer warranty.

Awarded Contractor shall inspect all products and materials prior to installation. Damaged or nonconforming products and materials shall not be installed.

All Awarded Contractor personnel and subcontractors who will be performing work on this project shall have been trained on the work they will be performing. They shall have been trained on the awarded Contractor’s company policies with respect to safety, quality, and neatness standards.

All fixtures and hardware must be installed per manufacturer’s specifications and in direct coordination with Owner. The Awarded Contractor shall be held financially responsible for any work or re-work required due to improper approval and/or acceptance of that work performed which differs from the construction documents.

CONTRACT TIME: Project is to be substantially complete within 53 consecutive calendar days from the commencement date specified in the written Notice to Proceed and achieve Final Completion within 83 consecutive calendar days.

BID GUARANTY: Bids must be accompanied by bid bond in the amount of 5% of the total bid value. No bid may be withdrawn for a period of ninety (90) calendar days after the date of receiving bids.

BIDDING REQUIREMENTS: To be eligible for consideration, Bidders must comply with the following criteria:

• Bidder must be licensed in accordance with the Provisions of Section 40-11-5 through 40-11-430 of the Code of Laws of South Carolina as amended.

• Bidder must comply with all applicable federal, state, and local laws pertaining to the required services including, but not limited to, Charleston County Aviation Authority Procurement Policies, wage provisions, Buy American requirements, Department of Labor requirements and all conditions of the Bid Documents.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the Contract Documents. By submitting a Bid, the Contractor certifies that he has under his direct control or at his disposal the men, equipment, and materials required to execute this work as specified. Lack of such control or availability of men, equipment, and materials shall constitute failure to properly execute the contract. Performance and Labor and Material Payment Bonds will be required for 100 percent of the Contract Price.

STATE ETHICS ACT: For all actions involving procurement of supplies, services, or construction for the Charleston County Aviation Authority, the provisions of Chapter 13 of Title 8 (State Ethics Act) of the South Carolina Code of Laws, 1976, [8-13-100 – 8-13- 1520], as it may be amended from time to time, shall be complied with.

FOIA: The Charleston County Aviation Authority (“Authority”) is subject to the South Carolina Freedom of Information Act (FOIA). All information, data, documents, and material submitted shall be handled in accordance with the South Carolina FOIA Statute. Any proprietary information, data, documents, and material that the Bidder wishes to remain confidential (to the extent allowed under FOIA) should be clearly identified in the bid; however, such identification does not guarantee its confidentiality. The Bidder may be required to intervene in any public records request in order to protect its rights to confidential or proprietary information, however, the General Counsel for the Authority will make the final determination as to whether the information, even if marked “confidential,” will be disclosed pursuant to a FOIA request or valid subpoena.
