The project consists of the construction of: Installation of approximately 36,100 linear feet of 24” diameter water lines from the intersection of DHEC Road and Grace Avenue to the intersection of Roselyn Avenue and Old Hickory Road. Installation of approximately 750 linear feet of 16” diameter water line along Old Hickory Road to connect the proposed water line to Industrial Park Road.

Bids must be enclosed in a sealed envelope, addressed to Lancaster County Water and Sewer District, Attn: Wes Carter, PE, 1400 Pageland Highway, Lancaster, South Carolina 29720 via hand delivery, FedEx, UPS or private delivery service. A standard mailbox is not present at this address. The outside of the envelope must be marked “Bid for Regional Water Transmission Riverside Road Project”. The envelope must also bear on the outside, the name of the bidder, bidder’s address and Contractor’s License Number. All bids must be made on blank forms provided or as provided by Addendum prior to the bid.

Bid Security shall be in an amount equal to at least five percent (5%) of the total amount of the bid and shall be furnished in accordance with the Instructions to Bidders.

No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of 60 days.

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All bidders and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government.

Respondents on this work will be required to comply with all applicable federal regulations identified in the bidding documents. Prospective bidders must take all necessary, reasonable, and affirmative steps to ensure that Disadvantaged Business Enterprise (DBE) firms are given meaningful participation if subcontractors are awarded.
