The work consists of furnishing all materials and equipment and performing all labor necessary to construct the Wildcat Creek Pump Station Rehabilitation project including rehabilitation of the existing Pump Station to install new dry-pit submersible pumps. Additional improvements will be completed to remove/replace an existing surge tank, install a new diesel generator and generator pad, relocate an existing diesel generator and to complete miscellaneous other building and site improvements.

Each bid must be accompanied by a Bid Guaranty of not less than five percent (5%) of the amount of the bid, in the manner required by the Instructions to Bidders.

Each bidder will be required to submit evidence with his/her bid that they have sufficient means and experience in the types of work described in the Contract Documents. This evidence shall be in the form of AIA document A305 and the other items addressed in the Instructions to Bidders.

The Bidder understands that liquidated damages in the amount of One Thousand Dollars ($1,000.00) shall be assessed for each consecutive calendar day for unauthorized delays beyond the contract date for failure to achieve Substantial Completion; Five Hundred Dollars ($500.00) for each consecutive calendar day for unauthorized delays for failure to achieve final completion by the contract time; and One Hundred Fifty Dollars ($150.00) per day for failure to clean up the construction site. The liquidated damages are not a penalty but are for damages resulting to City since the actual damages would be difficult or impossible to ascertain. Time is of the essence.

No submitted bid may be withdrawn for a period of ninety (90) days after the scheduled closing time for the receipt of bids.

All bidders must comply with all state and local laws, and ordinances regarding fees, licensing, and bidding requirements.

The City of Rock Hill reserves the right to reject any or all bids, waive informalities and irregularities, or re-advertise for bids.

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All bidders and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in Appendix A.

Prospective bidders must take all necessary, reasonable, and affirmative steps to ensure that Disadvantaged Business Enterprise (DBE) firms are given meaningful participation if subcontractors are awarded.
