Bid Security - Bid Security - A bid security in the amount of five percent (5%) of the contract sum must be submitted with each bid. The bid security will be in the form of cash, a cashier's check or a certified check from a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the Town of Mooresville. In lieu of making a cash deposit, the bidder may submit a bid bond executed by a corporate surety licensed in North Carolina to execute such bonds.
Contractor's License - Bidders will comply with all applicable laws regulating the practice of General Contracting as required by the General Statutes of North Carolina which requires the Bidder to be licensed by the North Carolina Licensing Board for Contractors when bidding on any project where the bid is $30,000 or more.
The Bidder will indicate and provide a copy of their North Carolina General Contractor's License Certificate, Number, Classification(s), and Limits in the space provided on the signature page of the proposal.
ADA Compliance - A qualified interpreter for the hearing impaired is available upon request at least 10 (ten) days in advance of the bid opening date. Please call the Public Services Department at (704) 663-7282 for more information.
Drug Free Workplace - The Town has adopted a policy requiring Town construction and service Contractors to provide a drug-free workplace in the performance of any Town contract.
Non-Discrimination Policy - Bidders will ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, national origin, disability, or veteran's status.
Agreement – By responding to this Invitation to Bid, Bidders are accepting the agreement as written in this advertisement without modification unless modifications are submitted during the question period for Town review and response or acceptance.
Bids may be held by the Town of Mooresville for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing bids and investigating qualifications of bidders. The Town also reserves the right to reject any and all bids and to waive informalities or technicalities as it may deem to be in its best interest.
PRE-BID MEETING : A Pre-Bid Meeting will be held on December 23, 2025, at 12:30 pm at the Main Library Branch – 304 South Main St. Mooresville, NC 28115. Representatives from the Town of Mooresville, Strata (Owners Rep) and Little (Architect) will be present to discuss the Project. Minutes of the meeting will be distributed as part of an Addendum. All questions are due to the Town of Mooresville no later than 5pm on December 23, 2025, to be considered.
Bidders are responsible for legibly signing the attendance list.
The Contractor further agrees to pay as liquidated damages, the sum of $1,000.00 for each consecutive calendar day that the CONTRACTOR fails to complete the WORK indicated, by this special provision.
Bids shall be submitted on the form provided in the Project Manual. The form shall be accompanied by the Bid Bond (if applicable). All bids shall be placed in a sealed envelope having the Bidder's name, address, North Carolina General Contractor's License Number, and the statement "BID FOR PUBLIC LIBRARY RENOVATION DO NOT OPEN UNTIL 1/13/26 AT 1:00 P.M." and a hard copy delivered to Public Operations Facility 2523 Charlotte Hwy., Mooresville, NC 28117. All documents in the bid package are required to be fully completed, submitted and signed as required by the bid documents upon issuing the bid for consideration.
